When GOP House members adopted this lower threshold in exchange for accepting McCarthy, experts understood that the rule would create extreme instability within the Republican caucus. On July 28, 2015, Tea Party Republican Rep. Mark Meadows from North Carolina filed a motion to vacate but the House never voted on the resolution. The time of Republican speakership keeps shrinking as right-wing ousters have become increasingly common.
